Error 1606. 无法访问网络位置%SystemDrive%\Documents and Settings\All Users\[开始] 菜单\程序\管理工具\.

经查证，win xp pro和home版本有可能会出现此问题，除会发生以上现象外，当您尝试在“控制面板”中打开“管理工具”时，可能不会执行任何操作。

问题的原因在于注册表设置不正确

解决方法：
1. 开始-运行-键入 regedit-回车。
2. 找到以下注册表项：
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
3. 在“注册表编辑器”的右窗格中，双击常见管理工具。
4. 在“数值数据”框中，键入以下行，然后单击确定：
%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools
5. 在文件菜单上，单击退出以退出注册表编辑器。
6. 重启电脑。
