As the loan and the interest to be paid at the end of one year, let the loan be x
what we need to pay is x+6.5%x which should be equals or less than $1,600
therefore 1.065x<=1600
x is less or equal to about 1502.
So we choose D.

By the end of 1 year, the person have to pay 1+6.5% = 1.065 of what he originally borrowed. This can't exceed 1600, so the greatest amount he can borrow is 1600÷1.065 ≈ 1502.35.
So (d) would be the closest answer.
