1) 选E是因为介词方面的问题。一般说，by 。。。而不是out of。。。

2）这是典型的虚拟语气结构。当条件句置前时，可用倒装，且省去 If 。条件句用过去完成时，主句则用 could not have +过去分词。

1 foster是促进培养的意思，不可能与out of搭配。out of是表示不让这么做
2 是虚拟语气的省略+倒装。应该是 if it had not been for two particularly skillful members of the work crew，于过去事实相反，得用if it had done+其他成分，主句用could/would/might have done。省略了if时，就得把had提前，就变成了你这句话的样子。
这句话是要不是团队里的2名特别有技术的成员，我们不可能按时完成装修任务
