it is that 强调后可以跟上whether吗？ 即it is 句型可以强调选择吗？

我可以说It has been an essential point that whether the government will consider the public's ideas.吗？另一句是It has been spontaneously considered by more and more people that whether everyday homework is necessary for students.这两句话是要去掉that，还是不能这样说？如果不能，我想强调的话该如何表达？
