摘要：农民进城务工造成流动儿童学习成绩下降，心理发展不健康、无学可上等现象出现。原因之一源于流动儿童父母，二是现行法规、政策对流动儿童的不公平待遇。要改变现状，必须提高流动儿童及其父母自身知道水平，推行、落实新教育政策，改善农民工子弟学校，实现流动儿童公平接受教育。
