摘 要
2001年新课标指出：新课程应致力于学生语文素养的形成和发展。语文素养是学生学好其他课程的基础，也是学生全面发展和终审发展的基础。阅读能力作为语文素养的重要组成部分，对语文素养的形成起着十分重要的促进作用。而阅读能力的获得和发展，离不开阅读教学，且阅读教学决定着语文教学的成败。因此，从上世纪八十年代起，我国进行了一轮有一轮的教学改革，但总得来说，收效甚微，特别是苏北农村语文教学，由于经济条件的制约，社会环境的不良影响，教师个体的差异，学生学习态度的不端正，阅读教学陷入“教师苦，学生类，负担重，效率低”的恶性循环的怪圈，这令师生感到困惑。
本文从对苏北初中语文阅读调查入手，分析了阅读教学现状，并针对现状立足于苏北农村初中实际，以新课标和教育教学、心理学理论为指导，提出具有可操作性的高效策略。该策略抓住阅读教学系统中最具能动性的教师和学生两因素，从教学环节：教学前的准备、教学的高效实施、教学后续行为的高效研究、阅读教学课堂的高效管理出发，进行系统优化，从而取得一定条件下的相对高效，促进学生语文素养的形成，学生的成长，为学生的终身学习打下坚实的基础。
