和谐社会是全体人民各尽其能、各得其所而又和谐相处的社会。慈善组织通过帮扶、救助等实际工作,在化解社会矛盾、促进社会公平方面对构建和谐社会具有重要作用。发展慈善事业，有助于和谐社会建设；有助于优化社会收入分配结构；有助于促进地区之间、城乡之间、民族之间的和谐发展；有助于弘扬中华民族的优秀文化。当前我国的慈善事业还存在着慈善组织和机构数量较少，动员社会资源的能力较弱；有关慈善事业的法律法规尚不健全，社会捐赠减税免税的政策还不完善；一些慈善组织缺乏公信力甚至出现有违职业道德的现象；慈善事业专业人才缺乏；人均捐赠善款数额偏低等方面的问题。与我们国家的实力和形象极不相称。
现阶段应当采取必要对策，加快慈善事业的健康发展，努力构建社会主义和谐社会。
