一共行了16+11+6+4=37千米
每个人行的路程都不低于3千米，起步价是10元加上油价1元，共11元，4人平摊，每个人11÷4=2.75元
还需要付钱39-11=28元
每份是28÷（1+3+8+13）=1.12元
路程比是（4-3）：（6-3）：（11-3）：（16-3）=1：3：8：13
A付钱：1.12×1+2.75=3.87元
B付钱：1.12×3+2.75=6.11元
C付钱：1.12×8+2.75=11.71元
D付钱：1.12×13+2.75=17.31元

4个数字相加等于39，故答案正确
