It is the first / second time…that…
还有
It was the third time that ...

为什么是:
It is the first time that I see you.
It was the first time that I saw you.

这个是我照句型写的...
It is the first time that I have seen you.
It was the first time that I had saw you.

为什么不用have 和 had ..??
这是在百科看到的..

1）It is the first / second time…. that…结构中的从句部分，用现在完成时。
It is the first time that I have visited the city.
It was the third time that the boy had been late.

没说时态要一致啊..... 好矛盾....

1。 have done 现在完成时。
it's the first time that i see u。
这话是你第一次看见别人的时候跟别人说的，你不可能第一次见到这个人的时候就已经见过他了。

2。 had done 过去完成时
It was the first time that I saw you.
这句话意思为：当时是我第一次见到你。同理：你不可能当时第一次见到这个人就已经见过这个人了。
