19世纪的经济学家亨利*乔治认为，政府应该对土地征收高税收，他把土地的供给视为完全无弹性的。

请问：
谁承担了土地税的负担——土地所有者还是佃农？解释原因。
乔治认为，经济增长增加了对土地的需求，并使富有的地主以损害组成市场需求一方的佃农的利益为代价越来越富。

It's really ECON101 - elasticity determines who bears the cost.
In this case, land is inelastic to farmers.(Farmer will lose income without land.) The owner has some elasticity.(The owner of the land can have alternatives such as buiding a factory etc...)
So the burden is on Farmers.
