2.前半句是老师做决定，是过去时，后半句是她征求了专家的意见，是过去完成时，表示征求意见这个动作发生在做决定之前，所以选after。
3，天气预报，预报嘛，说的肯定是将要发生的事，所以是将来时，但是因为前边的动词用的是过去时，表示这句话是过去说的，所以will要换成过去时，保持时态一致
