很长的那个解释比较文义，我根据其他解释自己理解了下。
绿地投资可以理解为是一片新土地，没人开发过，因此如果有境外投资需要从头开始，基础设施营业执照etc。
Brownfield Investment可以理解为开垦过的土地（棕色），已经有先例可循，对于初期投资较小（已经有先前的基础设施），有相关的政策和政府支持etc。
