Until the Great Depression came along, no swings in
employment and output had occurred that were so large and
protracted as to cast doubt upon the ability of market-based
changes in prices and interest rates to keep the economy
operating at high levels of employment and output. There
was no clear need for government intervention, and that
bred a general attitude of “laissez-faire” (French for “leave it
alone”). The macro-economy could take care of itself. One
exception to this attitude was in the realm of monetary
policy. It was accepted that the nation’s monetary authority
should control growth in the money supply — attempting to
match growth in ASF to growth in the full-employment level
of GDP and thereby avoid inflation and deflation.
