With the continuous development, China's entry into the WTO and the occurence of knowledge economy, great influences have happened to the operation environment and system of human resources management in China Netcom .The paper points out the problems existing in the human resources management of China Netcom by analyzing its situation and actuality, and gives some solution from the angle of huamn resources development, effective stimulation and employment system.It is shown that only through the constant adaption of changes and abundance of working connotation can the Human Resource Administration get rid of the fetter of traditional system and play its best effect to make a bigger contribution for the national communication industry.
