I assume you are talking about the city of Richmond in BC. It is true that lots of cities in the lower main land have large Chinese population. But, we are still not the majority. There are other ethnic groups. Communication between different ethnic groups is still in English or French.
One can locked into all Chinese mode and totally avoid using English if one lives in lower main land; but one can also use English all the time if step out to embrace this exciting corner of our earth.
