我国当前电价采取以成本为基础的定价方法，电价制度包括了单一制和两部制及力率调整、峰谷电价等制度，本文通过对当前电价形成机制、定价方法和电价制度的梳理和研究，探讨了采取当前电价政策的经济上的动机和效果，并以徐州地区09年度电力消费情况为例，深入研究了当前的非统一定价模式导致了不同行业、不同地区等的转移补偿效应及绩效。
研究内容主要包括两部制电价和差别电价的转移补偿效应。研究方法为，一是通过分析消费者剩余、生产者剩余和社会总福利来评估转移补偿绩效，二是以当前电力销售的平均电价为基准电价，分析各类用户对基准电价的电费差额。
研究结果表明，两部制电价如果合理确定基本电费和电度电费的比例，可以提高供用电双方的剩余，提高社会总福利和效率。对于差别电价，由于用电的各行业、各地域电力消费弹性系数不同，采取不同的电价，可以更大限度的促进各行业、各地域用户的电力消费，可以提高供用电双方的剩余，从而提高社会福利和效率。但目前如两部制电价中基本电价与电度电价的比例、不同行业的电价差别水平还不尽合理，随着经济发展、经济结构的调整，我国电价结构有很大的改进空间。具体应以各行业电力消费弹性系数及统计数据计算确定。调整电价结构的最终目的是提高效率、提高福利，本文给出了建议。
