Their mandate is “to protect and safeguard the premises, grounds, property, personnel, including members of the Board, or any Federal Reserve Bank, and operations conducted by or on behalf of the Board or a reserve bank.” The Federal Reserve is “independent of the government,” which leaves an open question – is it legal for such an entity to have an official federal police? Is it in the best interests of society for a legal police force to serve a private enterprise instead of the general public?30

The Federal Reserve has an explicit mandate on its website. In typical banker fashion, they massaged the text into an opaque pile of jargon seemingly designed to cause reader arrest due to tedium. Here is the short version:

By conducting open market operations, imposing reserve requirements, permitting depository institutions to hold contractual clearing balances, and extending credit through its discount window facility, the Federal Reserve exercises considerable control over the demand for and supply of Federal Reserve balances and the federal funds rate.31
