字典有写would rather do sth would rather sb did sth
但最近做到一道题 As a matter of fact ,no one would rather this project ___without any reason
这里填was called off，为什么不填has been called off？

'would rather' 这里是虚拟用法, 意思是但愿, 并不是表示事情发生在过去或者已经完成. 这里是表明'取消这项项目'不是现实的事, 是和事实相反的事, 所以用过去时. 别的用would rather来表示unreal event的例句如:

I would rather you went. 我但愿你去, 表示你实际没有去.
I would rather you called the police. 我但愿你叫了警察, 表示你实际没有叫警察.

'would rather' 可以简写成 'd rather:
I'd rather you went.
