1. What do you mean by "this situation"? Is there something missing previously in the question set?

2. No. A non-American illiterate in English is not necessarily illiterate in his/her own language. Most Americans are not literate in Chinese either, but that does not mean they are illiterate in their own language, which, in this case, would be English.

3. Becoming literate in the language of the new country allows an immigrant to integrate into the society more easily. The ability to speak the language provides them more opportunities to pursue their careers and contribute to the society. If they are not literate, their daily life will be limited to a small community in which only a certain language is spoken, however, by learning the language of the new country, their social networks can be practically limitless.

If a person does not not how to read write or speak, he would encounter a lot of trouble in his daily life. comparing with this situation, I find myself very lucky to be able to communicate with others.
