中美贸易战反映出中国在世界经济体系中的相对弱势地位，即在关键领域的竞争力不足。随着社会经济的快速发展，产业升级已成为当前中国势不可挡的迫切任务。实现产业升级的国家发展战略,创新驱动是根本，这需要大批有国际视野、综合素养高的创新型人才做支撑。

中国企业普遍缺乏创新能力。大企业例如华为，创新能力确实是有，但从全国范围看，中国仅万分之三的企业具有自主品牌和自主产权。我们普遍缺乏优秀创新人才，这个缺口显示达到120多万人；跨国企业需要国际型管理人才，缺口差不多7万人。那全球形式呢？优秀工程师每个国家都缺乏，而且缺口非常严重。美国、德国缺少50%的工程师，日本也缺，所以，当今世界，每个国家都在争抢人才。

是挑战也是机遇！

华为的遭遇，不仅给积极全球化的中国企业敲响了警钟，也让中国科技行业进一步看清了目前在核心技术方面的差距。中国企业要走出目前技术集成商的尴尬境地，摆脱在核心技术被美国卡脖子的不利境地，只能继续大举投入5G通信、集成芯片、人工智能、自动驾驶、云计算等核心技术与未来技术的研究，打造自己的科技巨头。

在经济发展中，人才资源是最重要的资源，具有着物质资源不可比拟的优势，大力加强人才资源建设，充分发挥人才资源的优势，是经济发展的关键。中国必须清醒的认识到自己的不足之处。“重大科技创新成果是国之重器、国之利器，必须牢牢掌握在自己手上，必须依靠自力更生、自主创新。”这就需要培养造就更多具有国际水平的科技人才和创新团队。“盖有 非常之功，必待非常之人”人是科技创新最关键的因素。
