1 We need time ---------变成强调句，强调time ： It is time that we need .
We needed time --------变成强调句，强调time ： It was time that we needed .
变成强调句后，need / needed的后面没有了宾语，因为 time提前到了被强调的位置。里面的that不能省略。

2 It is time ( that) we were given more time for our work. 这是主语从句。it是形式主语， we were given more time for our work 是真正主语。 里面的that尤其在口语中可以省略。里面的time在that 后面的句子里面不做任何成分。

it is time that sb did sth ---------在主语从句这个结构里面，that后面的句子永远是should do 或者是一般过去时形式。而强调句结构里面时态应该保持一致(比如说)：1 it is - - - that we want / need / have . 2 it was - - - that we wanted / needed / had.
