是主语从句。
英语中名词性从句中的what要特别注意的。有两种情况：
（1）特殊疑问词。“什么“的意思。如 We are worrying about what we should do next.
（2）表示”……的事情/东西/样子“如 China is no longer what she used to be. 今日的中国不再是过去的中国了。
He was deeply displeased by what had occurred that day. 他对那天发生的事感到很不快。
相当于一个定语从句，上面的句子，可改成啰嗦点的表达：China is no longer the country that she used to be.
He was deeply displeased by the thing that had occurred that day.
