The graph illustrates changes in average house prices in five metropolises from 1990 to 2002 by contrasting the average house prices in 1989.

From 1995 onwards, average house prices in New York, Tokyo, and London were largely lower than that of in 1989, with about -5%, -7%, -7% respectively, while Madrid and Frankfurt’s house prices had begun to increase slightly (approximately 1.5% in Madrid and 2.5% in Frankfurt) .

In the next period, most cities elevated their house prices, except Frankfurt, in which house prices had subtle decline (by 1.5%) compared with the first period. However, house in London costs almost 20% higher than 1995 onwards. Another significant change happened in New York, where the price rose from -5% to 5%. Madrid also had growth in house price, but not significantly, which was 4% increase.

Overall, it is clear that average house prices were fluctuated in western cities, and they tend to climb up in this century.
