the talksfail to address changes in the real work and that they are "placebos"which can't really solve any serious problems in society
主语:the talks
2、and thatthey are "placebos" which can't really solve any serious problems insociety.
【宾语核心词】that (指代上文的changes inthe real work)
【的同位语从句】they are"placebos" (省略了连词 that)
【分隔定语从句】which can'treally solve any serious problems in society

1. afraid u (= 张达人zhdr) do NOT understand the structure of the sentence! the subject of the whole sentence is ‘Bratton’; the predicate is ‘said’; there are two object clauses:
2. A) ‘the talks fail to address changes in the real work’ & B) ‘that they are "placebos" which can't really solve any serious problems in society.’
3. in formal written English, if the second object clause is not introduced by a wh-word, native speakers will use ‘and that’ (as is the case in this sentence) or ‘, and that”.
4. let’s reduce the whole sentence to its core: ‘Bratton said (that) the talks fail to address changes and that they (they = the talks) are "placebos".’
5. ‘that’ in ‘and that’ cannot be left out in formal English.
6. ‘【宾语核心词】that (指代上文的 changes in the real work)’ – No! No! No! ‘that’ introduces the second object clause.
7. ‘【的同位语从句】they are "placebos" (省略了连词 that)’ – ‘they are placebos’ is the second object clause.
8. ‘【分隔定语从句】which can't really solve any serious problems in society’ – it is an attributive clause qualifying ‘placebos’. btw, what is called ‘分隔定语从句’ indeed? ignotum per ignotius!
