前面是health，所有针对吸烟者本人也是health。又因为英语句子前后避免重复，所以用代词that表示health。
这句话可以改成3种（只改最后有疑问的部分）：
1....as
well
as
to
the
smokers'
counterparts;
2....as
well
as
to
their（smokers',如果前面有提到smokers，则用their替代）
own.
3....as
well
as
to
the
smokers
themselves.
