为什么C项不用to be settled啊???

这题以前我也是选C的,不过其实细想一下应该选A,因为句子强调的不是TO BE SETTLED的问题,而是强调With a lot of difficult problems settled这个状况(settled作problems的后置定语)
而不是强调未解决的问题~所以用A!
