我知道要么是B,要么就是C.但本人语法基础太薄弱，请高人详细解答。

英语中，表示请求、要求、命令、建议等名词advice, desire, decision, idea, instruction, order, plan, proposal, recommendation, request, requirement, suggestion, wish，motion后面接同位语或者这些词充当句子的主语而后面接表语从句时，从句都须用虚拟语气。其虚拟语气的结构为：should + 动词原形，should可以省略。

例:My suggestion is that we (should) send a few people to help the other group.

His sole requirement is that the system be adjusted.

The orders were that we (should) stay where we were.

你这个题的主干是I second his motion. (second有支持赞成的意思，motion是提议）,后面that从句做motion的同位语，从句中用虚拟语气，所以should set up 或者省略should直接用set up.

ACD情态动词都错了，应该是should
