java上传图片 生成缩略图，如果上传的图片尺寸比较小就压缩处理

等比率压缩，不是固定大小的压缩（这样压缩质量差）如果图片小的话，就不压缩，有完整例子的可以附上代码，也可以加QQ：360787530 不要百度出来的代码
