in the late 1500s，Iroquois tribles fought among themselves.often these battles were over control of hunting areas.According to one story,an Iroquois named Deganawida convinced a Mohawk leader named Hiawatha to join him in spending the message that"all shall recive the Great Law and Labor together for the welfare of man"
The result was a confederation called the Iroquois League.The League was made up of the Five Nations of the Senceca,the Cayuga,the Onondaga,the Oneida,and the Mohawk.A few years later,a sixth nation,the Tuscanora,joined the league.
Each nation in the League governed itself，and problems were often solved by a rote.Important matters that affected all the League's nations,such as war,were made by a Grand council of 50 cheifs from all nations

16世纪末期，易洛魁各部族发生了内战。通常他们会在争夺狩猎领地时发生冲突。按照某一版本的说法，一个名叫德加纳威达的易洛魁人说服了一位名叫席亚瓦塔的莫霍克首领，与他一起宣扬“普天之下，悉尊天命，共谋福祉”的教义。

（通过他们不断的宣扬，）最终成立了名为易洛魁联盟的合众形态。该联盟由五个部族组成，分别是：塞尼加、卡育加、奥内达加、奥奈达以及莫霍克。几年后，第六个部族塔斯卡罗拉加入了该联盟。

联盟中的每个部族都实行自治，一般问题都会通过一条路径解决。当遇到影响联盟所有部族的重大事件（例如战争）时，会由一个高等议会进行裁决，该高等议会由50名分别来自不同部族的长老组成。
