摘要：
20世纪80年代末,我国已经成为世界农产品生产第一大国。但长期以来农产品的出口比例极低,WTO的加入为我国的农产品出口开辟了广阔的空间,关税、配额、数量等限制大大削弱。然而近几年来,基于发达国家对农产品的保护的市场准入制度却使我国的农产品出口受到比以往更大的限制,严重影响了我国农产品的出口。由于主导权掌握在发达国家手中,绿色贸易壁垒已成为发达国家实施贸易保护主义的重要手段。因此,如何应对日益苛刻的绿色贸易壁垒,已成为我国对外贸易发展中所必须破解的重大难题。
