come over 过来;突然感到;顺便来访;在上空[上方]经过
come by 经过; 从旁边走过;美来串门;得到
over一般有个从上方越过的感觉
by一般有个从旁边过去的感觉
具体用哪个还要根据语境,凭语感是最好的.

不能,这里come over是指过来,来到我这边,是有目的的。
如果用come by,只能指无意识的经过,而后面又有to的目的状语,就不符合意思了。应该是She came by and I asked her to help me.
还有那个come时态用的不对,应该用过去式came或者三单comes
