我选的是E，我觉得又表示转折的意思，答案是A，我需要详解，谢谢各位！
还有一个问题：就是E中的one和another是不是不能指代companies里的某一成员？

这句话考查两点

1. for all 的含义
fall all 表示“尽管”，例如：
For all her wealth, she is not happy.
她虽然很富有,但并不幸福。

所以C是肯定不对的。

2. talk的含义
talk不仅可以表示“交谈”，“谈判”，还可以表示“讲话，说话”。

这句话意思是那些大公司只是口头说说，并没有付诸实际行动。 talk在这里并不涉及“讨论”的意思，所以不能选E。E中因为有between..and，talk就成了“交谈”了，和题意相悖。
