do we have to ... 中的 have 是动词
所以如转做问题时 要用do 或does
( if we/I/ you/ they use do; if he/she/it use does).全句解作 我们是否应该．．．？ 而 have we to　是错的，　因为其中的have　是动词，　当转做问题时　动词是丕能用作倒装用的

we do not use"have we to" in asking questions. It is only used in the rare case of invertion. For no.1
i suppose the wer will be : we have to......... we do not use have as the question word in this case instead we use do.
