这两个是不一样的，第一个句子是用于从句中的陈述句语序，第二个是用于主句的正常语序。
第一个句子是不能单独使用的，可以放在从句里。
举例来说，Please don't tell them who we are.请不要告诉他们我们是谁。此时因为who we are充当的是tell的宾语从句，所以要使用这样一个语序。
但是第二个句子是一个完整的句子，可以用来提问，意思是我们是谁？

"Who are you?" he asked .---转变成宾语从句就是：He asked who we were.
