答案是B，但是动词行为的主体是前面congress&state legislators，是人物，所以不应该用making吗？

虽然答案是A，但是B为什么是错误的呢？

1. making是动词+ing形式，是动名词。动名词是名词性的词语，用作主语或者补语（因为主语或补语都是名词性的）。在这个句子中，主谓宾，主语是你说的congress...，谓语就是make这个动词了，但是因为有时间的要求，所以要应用时态，表达过去的意思，所以改make为过去式made。

2. B答案是一个被动的语态（passive），被动语态需要一个subject主语的，如果选B，那么这个主语就必须是the new method这个名词短语了，但是the new method是做宾语的。所以应该用普通的不定式to grow来修饰前面的the new method宾语，也就是做定语修饰前面的宾语。
