General
All equipment, materials and systems will be designed, manufactured and tested in accordance with the latest issue of the relevant internationally accept codes and standards, as well as Vietnamese standards and regulations wherever applicable. Alternative codes and standards proposed by Contractors during the project implementation phase will only be accepted if the Contractor can demonstrate equivalency to the specified codes and standards. The use of alternative codes and standards will be subject to the approval of the Owner’s Engineer and the Owner.
General statement with regards to Codes and Standards:
The following TCVN Standards are mandatory to be followed:

The Contractor shall comply and strictly adhere to the following rules and principles in respect of the application of the standards:
1. It is permitted to apply the technical standards under the ISO and IEC international standards, as well as the standards of various countries as stated and outlines in Circular No. 07/TT-BXD, dated 23 September 1999, issued by the Ministry of Construction.
2. It is required to comply with the prevailing regulations on the application of Vietnamese technical standards. In particular it is required to follow he compulsory standards for fire fighting and explosion prevention, safety and hygienic requirements for personnel, safety requirements for equipment and construction works and environment, as well as standards applicable for specific conditions of Vietnam.
3. It is permitted to apply technical standards other than standards stated in item 1 above, providing that such standards are of higher / advanced level than that of the respective standard of the standard systems mentioned in item 1 above.
4. In case the Vietnamese standards are of lower level than the corresponding international or foreign standards, such international or foreign standards shall be applied or vice-versa.
The Codes and Standards referenced in the Bid Document (including addenda, amendments and errata) shall govern in all cases where references thereto are made. In case of conflict between these referenced Codes and Standards and the requirements specified in the Bid Document, the latter shall govern to the extent of such difference.
