1) Use “compxlibgui” command, the syntax could be found in the ISE help document.
Help -> Software Manuals -> Development System Reference Guide -> COMPXLIB
2) Compile the simulation library in the ISE GUI.
When you choose the device in the source window, you may find the compile option in the process window, and also set the properties of it.
