在此背景下，本研究借鉴教育学、经济学与公共管理等学科的理论知识，通过文献探讨、调查访问与理论分析等方法，追溯我国民办高等教育投入多元化相关理论与政府责任的涵义及发展，总结美、日两国政府在私立高等教育发展中资助问题上成功的经验，确定民办高等教育投入多元化的投入主体主要包括政府、逐利性投入者、捐赠者、学生及其家长以及民办高校自身，并以责任的视角来解读政府在民办高等教育投入中的行为，试图分析政府对待不同投入主体所采取的各种扶持政策背后的深层次原因，提出政府有责任扶持民办高等教育选择投入多元化的快速发展道路。在已知政府履行责任的合法性、必要性和其在现实中的缺失后，系统地审视我国政府履行民办高等教育投入中有限责任的途径，提出相关建议改革现有的民办高校投入中的不合理部分，对其责任的实现途径进行较全面的梳理，从而构建我国政府对民办高等教育投入的整体扶持策略。
