the moment与后面从句的关系，你要分析好了，后面的从句与moment是起解释说明的作用的，故为同位语从句，选that

1 前面被修饰名词有最高级，后面定语用to do 有序数词的也是用to do，比如i'm the first to arrive at school
2 A其实是同位语。the students will always treasure是one的同位语。你选that不挨边啊！起码也要选个which才能算非限定性定语从句啊，怎么可能用that
