仿真器驱动装好了吗
换一款芯片试试，如果也不行到话，仿真器重新更新一下固件；如果别的芯片可以到话，仿真器没问题，需要在芯片上电之前，将BOOT0引脚拉高，然后上电，再连接仿真器，下程序试试
