Runas /User:Administrator "cmd.exe"

这时会提示输入 Administrator 的密码。我们从 Process 的 OutputStream 写入密码让它登录账户继续。

另外，你这个 Java 程序是运行在前台么？如果是运行在服务中并使用了不同的账户有”允许与桌面交互“么？我也不清楚哪种情况下不需要 Administrator 权限，不过可以多试几种设置。
