As意为正如；Being anounced是一个被动形势的状语表达，意为被宣布。

而状语前置后更符合人们的思维习惯，所以把as being announced in today's newspaper提前，一般翻译为：正如今天报纸所说，这位著名的亚洲影星将会访问南京。
