The ubiquity of such phenomena severely restricts the survival and development of property management enterprises and badly affects the owners' daily life and social stablity. In fact, charge for property management has always been the central issue concerned by house owners. It is also a difficulty in property management companies's duty and meanwhile a focal point of government legislation and refulation. So, to resolve the problem and accomplish the mission step by step is the requirement for further regulating and expanding this industry and also the requirement for guaranteeing the interests of all the owners. Also, property management charge is not just a fee issue. It involves every aspect of property management. To make the collection of mamagement charge easier, we must find the roots and closely analyze it. The basic reasons are mainly: deficiency in legal system, insufficient guidance of government and relavent departments, later period management of companies who are in charge of development and construction , internal mamagement problems of property management companies and problems of the owners themselves. This article simply analyzes the issue based on those reasons.
