摘要
木材是我国国民经济中十分重要的战略资源, 也是建筑、建材、家具工业及许多相关工业的基本生产资料。随着我国限制林木采伐政策的延续和国民经济的持续发展,对木材进口的需求不断增加。俄罗斯作为林业大国和我国近邻, 具有得天独厚的地缘优势, 将在长时期内作为我国主要的林产品资源基地和木材供应国, 森工产品在双边贸易中处于十分重要的地位。另一方面，俄罗斯对木材采伐量实行合理限制,俄罗斯大幅度提高原木出口关税，我国俄罗斯进口木材面临成本上涨的问题；俄罗斯的投资环境较差；中国木材深加工产业发展的局限性。本文论述了中俄林木贸易与合作的现状，分析了中方在林木贸易与合作中面临的问题及背后的原因，提出了从政府和企业自身两大方面解决问题的建议。

ABSTRACT
Wood is very important strategic resources of national economy in China, and it is the basic production material of construction, building materials, furniture industry and many related industrial. Along with the continuation of the policy of limit cutting trees in our country, and the sustainable development of national economic, the demand of timber imports is rising. Russia as a powerful forestry country is near to our country, with a unique geographical advantage, will be the main forest resource base and timber supplier for a long time, logging products plays a very important role in bilateral trade. In other side, Russia has already restricted the number of wood harvesting reasonably, and Russia has greatly improved the export tariffs of logging products, our country face the problems that is the rising of cost in entrance of lumber; the investment environment in Russia is rather bad, and the limitations which is the development of China timber processing industry. This paper discusses the timber trade between China and Russia and situation of present cooperation, and it has analyzed that China faces the problems and the reasons behind them in tree trade and cooperation, put forward two aspects of suggestion to solve the problem from the government and enterprise itself.
