SYSTEM CONTROL OBJECTIVES
A new approach to power system control should aim to
constrain the present capital intensive approach of developing
power systems and yet be able to overcome many of the
prevailing technical limitations. The core cause of control
difficulties, the continual variation of consumer load is well
recognised by power engineers, yet no strategy has been
devised to attack the root of the problem. The proposals in this
paper are specifically targetted at this core control task which
at present reaches its climax at times of fastest load change,
such as the daily peak load periods. Utilities incur very
substantial expenditures specifically to control the sometimes
hour or less of the annual peak demand.
