At begining, parents should pay for the crimes that their children committed because they have shoulder the primary responsibility to educate and cultivate children in the aspect of behaviour. It is a common sense that children are easily infulenced by parents' inappropriate behaviors such as drinking skoking and gambling. Due to adults' adverse impact, children may gradually develop psychology problems which cause them commit anti-social behaviros or crimes.
