1. in the charge of = in one's charge 在某人/某物的掌管之下
如果one's中的one太长不好表达时，可以改用the charge of...
如：The bus was in the charge of the driver. = The bus was in the driver's charge.
这辆公共汽车由这位司机管理。

(be) in charge of ≈ take charge of... 掌管/管理...
区别在于：in charge of..是一个介宾短语，可以做表语/后置定语/状语/补足语等，强调的是一种状态；其前加上be动词时，可以类似于take charge of一样做谓语。
而take charge of在句中一般做谓语，强调动作。
如：I am in charge of this class. = I take charge of this class.
She is the teacher in charge of this class. = She is the teacher taking charge of this class.

2. take responsibility for = be responsible for... “对...负责”
区别也在于前者强调动作，而后者强调状态，不过几乎可以换用。
