第二题选择B，consider doing sth.考虑做某事，固定搭配， 正常情况下没有consider to do只有在被动时才有 consider to do是被认为是的意思.
例:China is considered to be one of the greatest country in the world.中国被认为是世界上最伟大的国家之一.

我觉得第一题应该选D，因为后面是过去式，所以前面应该是过去的过去。。。
第二题选B，因为consider doing sth
