我认为答案有问题，respond 一定是加to的，我还没遇到过respond with 这种情况！
on the horizon 意思是 something is certainly going to happen 。根据意思来说不能填on。with the horizon 是闻所未闻的说法。我觉得第二个空最正确的词是 above。很明显这里horizon想表达“视野”的意思，但我估计出题者不是英国人，horizon 基本上都是用作“地平线”来说的，如果要说视野中 用 within the view of sth 不是更好么
