1.只要把第一句的语法结构搞清楚了，相信题主关于为什么在is后紧接了一个that的疑问就解决了。其语法结构如下：
主语：the underlying idea
谓语：is
表语(从句)：（that）forcing…time，其中forcing…life是表语从句的主语（这其中totally unrelated…life作words的后置定语），is是其谓语，后面的not only…but also…部分是该表语从句的表语。
2.第二句语法结构是：
主语：the underlying…life，其中(that) forcing…life作idea的后置定语；
谓语：is；
表语：not only…time.

就是我在回答里说的，不加is就成了第二句，但第二句逻辑上是不通的。只有在idea和that之间加上is成为第一句后，才能保证不仅语法上讲得通，而且逻辑上没问题

第二句that的使用是有问题的，应该去掉或改成of，整个句子语法才通顺
